Once the QC migration framework rolls out and the deadline passes, unmigrated accounts should face a proof-of-work requirement before executing any transfers. This creates real incentive alignment—you either adapt or pay the computational cost.

But here's where it gets tricky. If ECDSA gets compromised by quantum tech faster than expected, we're looking at legacy systems that can't adapt in time. That's not just a technical hiccup—it's a protocol vulnerability. The migration path needs to be robust enough to outpace quantum advancement, which means thinking about it today, not when the threat is already at the door.
