Dongguan launches the "Upgrade and Purchase" housing initiative to precisely empower demand for improved housing needs

On April 1, with guidance from the Dongguan Housing and Urban-Rural Development Bureau, the Dongguan Real Estate Intermediary Association and the Dongguan Real Estate Industry Association jointly issued a notice titled “Notice on Carrying Out the ‘Trade-In for a New Home’ Activity.” Together with real estate development enterprises and intermediary institutions, they will carry out the “Trade-In for a New Home” activity. Through a coordinated sales approach linking new homes and existing homes, the initiative aims to boost housing consumption, improve transaction convenience, shorten the home-swap cycle, and better meet residents’ demand for improved housing.

It is understood that the duration of this event is from April 1, 2026, to September 30, 2026. It is open to all residents within the city’s jurisdiction who plan to sell existing commercial housing and purchase newly built commercial housing in Dongguan, as well as to enterprises and institutions.

The activity process consists of four stages: registration and enrollment, sale of existing commercial housing, selection of new homes and signing of agreements, and completion of the new home transaction or refunding the deposit. Home-swappers may register through intermediary institutions participating in the activity. The intermediary institutions will appraise the old home and negotiate to set the listing price. They will provide free prioritized promotion via online platforms and offline storefronts to speed up the sale of existing homes.

At the same time, home-swappers may choose preferred units from the new home projects participating in the activity and sign a letter of intent purchase agreement to lock in their intended unit. If the old home is successfully sold, the home-swappers will sign a new home purchase contract with the real estate development enterprise based on transaction documents and then carry out subsequent settlement. If the old home cannot be sold within the agreed period, the home-swappers and the real estate development enterprise will解除 the letter of intent purchase agreement as agreed. The real estate development enterprise will refund the deposit unconditionally, and the home-swappers will not need to assume any liability for breach of contract.

In addition, old home buyers participating in the activity and home-swappers in the “trade-in for a new home” arrangement, based on the transaction evidence from online or offline signed contracts, within the validity period, may enjoy the discounts provided by the real estate development enterprises and intermediary institutions in terms of purchase price payments, intermediary commissions, and more, according to the activity rules and the terms agreed in the agreements.

The related services and facilitation measures for the activity shall be subject to the announcements and explanations provided by each real estate development enterprise and real estate intermediary institution. Operations such as selecting new homes and selling old homes shall be determined through consultation between the home-swappers and real estate development enterprises in accordance with laws and regulations.
