 In accordance with the relevant laws, regulations, and documents of the state, province, and cities, after approval by the Renqiu City People’s Government, the public transfer (auction by public listing) of the State-owned Construction Land Use Rights for the following land parcels will now be carried out. The matters concerning this announcement are set out as follows:

I. Transaction Mode

This round of the listing transfer of the State-owned Construction Land Use Rights adopts “the Online Trading System for State-owned Construction Land Use Rights in Zhenjiang” (hereinafter referred to as the “Online Listing System”) for trading on the Internet. Applications via on-site written documents, fax, email, oral statements, or other methods are not accepted.

II. Eligibility to Apply

Except as otherwise stipulated in the documents for this round of listing transfer, legal entities and other organizations within and outside the People’s Republic of China that comply with laws and regulations may apply to participate in bidding. All land parcels in this round of listing transfer do not accept applications from natural persons to participate in bidding (including applications made in an individual’s name, and the scenario in which a company is established after the bidder has agreed to be the winning party to develop and construct as the transferee). Bidders must pay a bid guarantee before bidding. The bidders’ bid guarantees and the subsequent funds for purchasing the land must be the bidders’ own funds (for joint bidding, for all joint bidders; for cases where a wholly-owned subsidiary or new company is to be established, for the wholly-owned subsidiary or new company). When applying to participate in the land listing transfer, bidders must, in accordance with the above requirements, provide the “Bidder’s Funds Commitment Letter.” If it is discovered that the funds used by a bidder do not match the commitment, violate regulations, or involve fraud or misrepresentation, the bidder’s bidding eligibility will be canceled, and the bid guarantee already paid will not be refunded; for land already won, the bidder’s winning qualification will be canceled, and the bid guarantee already paid will not be refunded; if a transfer contract has been signed, the transfer contract will be terminated, and the earnest money specified in the contract will not be refunded. III. Determination of the Winning Party

The winning party for this round of the online listing transfer of State-owned Construction Land Use Rights will be determined on the principle of “highest bid wins.” Applicants shall, within the prescribed time, log in to the Online Listing System, download the announcement on listing transfer and the listing transfer documents on their own, and participate in bidding in accordance with the required procedures.

IV. Time Schedule and Special Notes:

1. Online download of materials: 2026-03-31 8:30—2026-04-29 17:30.

2. Parcel application period: 2026-04-30 8:30—2026-05-09 17:30.

3. Payment of bid guarantee: 2026-04-30 8:30—2026-05-09 17:30. (Must be made before submitting the bid.)

4. The listing transfer term for parcel No. 01 of industrial land in this round is 50 years. For information such as the parcel area, starting price, planning control indicators, etc., see the table below. For specific requirements and related information for the listing transfer of industrial land in this round, refer to the listing transfer documents. All land supply conditions are based on the current conditions inside and outside this parcel.

5. Notice of award: This round of the online listing transfer of State-owned Construction Land Use Rights uses a “post-qualification review” method to determine whether the transaction result is valid. The shortlisted bidder (candidates for winning) shall, within 2 working days after the online listing transfer transaction is concluded, bring the original copies and the official seals of all relevant materials required for online listing trading of this parcel to the Land Trading Office (Room 417, 4th Floor, Renqiu City Bureau of Natural Resources and Planning) for qualification review. According to the online trading rules, only after the shortlisted bidder’s on-site verification of the submitted materials passes can the winning qualification be finally confirmed. If the shortlisted bidder does not meet the conditions stipulated in the transfer announcement, the bidding notice, and other transfer documents, the award result will be invalid, and the losses caused shall be compensated for in accordance with law.

6. Transaction confirmation: After the review is passed, the winning party shall sign the “Investment Development Supervision Agreement” with the township (street, management committee) where it is located, and before 2026-05-13 shall carry the “Investment Development Supervision Agreement” and sign the “Transaction Confirmation Letter” with the transferor. For the bidders that have not obtained the State-owned Construction Land Use Rights, their bid guarantees will be refunded within 5 working days after the online listing bidding ends, and no interest will be accrued. Refusal by the winning party to sign the “Transaction Confirmation Letter” cannot be used to counter the legal effect of the listing transaction result.

7. Signing the transfer contract: After the Transaction Confirmation Letter is signed, the winning party shall, before 2026-05-25, sign the “State-owned Construction Land Use Rights Transfer Contract” with the transferor, and pay the land transfer premium in accordance with the prescribed requirements.

V. Emergency handling: During the online listing transfer process, if the online transfer system cannot operate normally due to reasons such as network viruses, hacker intrusions, or interruptions in power transmission, abnormal network communications, software/hardware malfunctions, and force majeure, the online listing transfer activity will be suspended and will resume after the fault is resolved. The Renqiu City Bureau of Natural Resources and Planning will, within 24 hours before resuming the online listing transfer, publish an announcement to resume online bidding through the original channels and disclose the system fault causes verified by relevant regulatory departments.

If the bidders are unable to participate normally in the online listing transfer activities due to reasons such as network viruses, hacker intrusions, interruptions in power transmission, abnormal network communications, software/hardware malfunctions, etc., the online listing transfer activity will not be stopped as a result.

VI. Legal liability: If the online transfer system cannot operate normally due to reasons such as network viruses, hacker intrusions, interruptions in power transmission, abnormal network communications, software/hardware malfunctions, and force majeure, the transferor shall not be responsible. If the bidder cannot participate normally in the online transfer due to reasons such as network viruses, hacker intrusions, interruptions in power transmission, abnormal network communications, software/hardware malfunctions, etc., or if the bidder’s CA certificate is lost or misused/appropriated by others, the transferor shall not be responsible.

VII. Upon approval by the Renqiu City People’s Government, starting from the date of publication of this announcement, the State-owned Construction Land Use Rights of units and individuals within the scope of the land subject to this round of listing transfer will be reclaimed, and the original land use certificates will be canceled; the land registration authorities will not issue additional notice.

VIII. Bidders shall carefully read the “Transfer Announcement” and the公开 transfer documents, fully understand the status of the parcels, the rules for land bidding, and related requirements, fully recognize risks in land bidding, development and construction, etc., and bear the corresponding responsibilities themselves.
